外国人居住的国家。外国人居住在居住国领土内有服从国家法律的义务，而居住国对外国人有属地管辖权，同时对外国人的合法权利和利益则加以保护。1982年《中华人民共和国宪法》第32条第1款规定：“中华人民共和国保护在中国境内的外国人必须遵守中华人民共和国的法律。”
